passenger mirror turn indicator

The turn indicator light on the passenger mirror has stopped working (all others are fine)
It is possible that the mirror heater has also failed.

Firstly, would this be a MOT failure?

Secondly, is it a fuse issue?

Any thoughts gratefully received.

I am fairly sure that any turn signal lights not working is an MOT failure. My fathers old car failed on exactly this. Are the electronic mirror adjustment and folding mechanisms working? If not you might have a blown fuse. Failing that it could just be that the bulb has blown in the turn signal. I am guessing that would be a fun job to replace without damaging anything!
