In Vehicle Settings > Lighting I have the option to turn on/off Adaptive Headlamps. Does that mean that I have them ? If they do then they're not working....hence the question.

According to the 2015 CX-3 brochure the Sport Nav model had Adaptive Front lighting System (AFS) as standard so I presume all later year top spec models would have it as well.

ADAPTIVE FRONT LIGHTING SYSTEM
Increase visibility when driving at night with the Adaptive Front lighting System. The system adjusts the LED headlights when cornering to illuminate more of the road ahead, increasing your ability to react to any potential obstacles. (Standard on Sport Nav models)

So you should notice the difference when cornering with the vehicle setting off or on

The adaptive headlights are easiest to see when driving slowly but cornering smaller radii, e.g small roundabouts.
I don't know if the way they work has changed since my model was released.
